Board of Trustees

Francis Gibson is a seasoned leader with extensive experience in healthcare, public service, and community development. He currently serves as President and CEO of the Utah Hospital Association, advocating for hospitals and healthcare systems across the state.

From 2009 to 2021, Francis was a member of the Utah House of Representatives, representing District 65. He served as House Majority Leader from 2019 to 2021 and previously sat on the Mapleton City Council (2003–2007). His leadership extends to serving on boards for Noorda College of Osteopathic Medicine, the Utah County Children’s Justice Center, and the Utah Sports Commission.

Francis holds a B.S. from Brigham Young University, an M.S.W. from the University of Houston, and an MBA from Utah State University. He is also trained and certified in Conflict Mediation.

A results-driven executive and public servant, Francis brings strategic leadership and a passion for community growth to his role as a Snow College Trustee.

Gail Albrecht is a veteran educator and administrator with extensive experience in special education, curriculum development, and school leadership. Now retired, she most recently served as Assistant Superintendent for the Sevier School District.

Gail holds a Master of Special Education from the University of Utah and a bachelor’s degree in Psychology from Brigham Young University, along with multiple professional endorsements and training certifications. Her career spans classroom teaching, counseling, and district-level administration, with a strong focus on collaboration, strategic planning, and policy implementation.

A dedicated community and church leader, Gail has served in numerous volunteer and leadership roles, including work with the March of Dimes, youth mentorship programs, and local civic committees. A champion for Snow College, Gail served on the Presidential Search Committee in 2022 and is a current member of the Foundation Board. As a Snow College Trustee, she brings a wealth of experience in education, leadership, and service.

Michael Barton is a lifelong resident of Sanpete County with deep family roots in the community. A graduate of Snow College, Mike went on to earn a bachelor’s degree in communications & advertising from Southern Utah University. While attending Snow College, he was a member of the Badger baseball team, creating lasting connections both on and off the field. His strong ties to Snow run in the family—his lovely wife, Stephanie, is also a Snow alumna, and his father, Doug Barton, previously served as a Snow College Trustee.

Mike is the owner and founder of I-FOUR Media, LLC in Ephraim, a business he has successfully operated since 2004. Through I-FOUR Media, he supports and serves local area businesses, schools and the surrounding communities by providing visual advertising, graphic design, marketing and media services to help them thrive. In addition, Mike works as a Sales Representative for Mid-Utah Media Group and has done so since 1999, strengthening relationships with other businesses and professionals as well as promoting regional growth.

With a strong conviction to his heritage, Mike is actively involved in church and community initiatives. His lifelong dedication to Sanpete County, combined with his professional expertise and family legacy of Snow College leadership, brings valuable insight and passion to his role as a Trustee.

Rusty Bastian is a business leader, entrepreneur, and lifelong learner who currently serves as President of Redmond Minerals. A native of Sevier County, Rusty was the first in his family to attend college, beginning his higher education journey at Snow. He then earned a bachelor’s degree from Utah State University and a Master’s in Physical Therapy, followed by an MBA from the University of Utah.

Since joining Redmond Minerals 27 years ago, Rusty has helped lead the company through remarkable growth—from a $6 million operation to a $180 million enterprise.

Rusty and his wife, Becky, have five children and support students globally through their work with the Meso School in Guatemala. A devoted Snow College alumnus, Rusty is deeply committed to the college’s mission and future. As a member of the Board of Trustees, he brings entrepreneurial expertise, a belief in transformational education, and a strong desire to give back to the institution that helped shape his life.

Melissa Lowry Judy is a dedicated leader with deep roots in Sanpete County, where her ancestors settled Manti in the early 1800s. Their legacy of service has inspired her lifelong commitment to education and community involvement.

A proud Snow College alumna, Melissa earned her associate degree in 1991 before completing degrees at the University of Utah (1993) and Western Governors University (2020). She has over 20 years of experience in education and leadership, currently serving as Assistant Principal at Gunnison Valley High School and State Executive Director of the Utah Association of Student Councils.

Passionate about service, Melissa co-founded The Community of Hope, a nonprofit providing medical aid to the Dominican Republic, and previously served on the Gunnison City Council. Melissa and her husband, Dr. Cary Judy, live in Gunnison, Utah, where they raised their four sons.

A former student body president at Snow College, Melissa brings passion, leadership, and a collaborative approach to her role as a Trustee, working to enhance education and strengthen the community she loves.

Kimberly Moss is a dedicated educator with a passion for student growth and collaborative teaching. She currently teaches third grade in the Alpine School District, where she also serves as a Team Lead, guiding instructional planning and supporting teacher collaboration. Kimberly has taught both kindergarten and third grade, applying best practices in curriculum design, behavior management, and student engagement. Her leadership has contributed to school-wide improvements in behavior and culture.

Kimberly holds a Master of Education from Utah Valley University, where she focused her final project on improving communication around behavior tracking. She also earned a bachelor's degree in Behavioral Science and an associate degree from Snow College, where she played on the softball team.

A lifelong learner and team-builder, Kimberly balances her professional life with a deep commitment to her family and community. As a Snow College alumna, she brings both experience and heart to her role on the Board of Trustees.

Clinton Painter is an accomplished financial leader with more than 20 years of experience in financial management, strategic planning, and organizational leadership. He currently serves as a Juab County Commissioner, a role he has held since 2015. In this position, he oversees an annual general fund budget exceeding $13 million, manages county expenditures and revenues, and works to strengthen economic development, tourism, and community programs.

Alongside his public service, Clinton is the Controller for AZOMITE Mineral Products, Inc., where he manages financial reporting, audits, banking relationships, and international logistics for the growing Nephi-based company.

Clinton earned a Bachelor of Science in Accounting from Southern Utah University and is a graduate of the Central Utah Leadership Academy. He is active in civic life, having served as president of the Nephi Chamber of Commerce as a longtime volunteer in youth and scouting programs.

Residing in Juab County, Clinton brings a strong record of financial expertise, public service, and community leadership to his role as a Snow College Trustee.

Gayle L. Pollock is the president and CEO of the Bryce Canyon Association, supporting education, research, and conservation at Bryce Canyon National Park and Dixie National Forest. With 30 years of service, he has championed educational opportunities for rural Utah students through internships, research programs, and scholarships.

He played a key role in establishing the Alliance for Education with Southern Utah University in 2006, expanding partnerships between academia and national parks. Previously, he conducted paleontology research with the U.S. Geological Survey and worked as a consultant for the U.S. Public Health Service.

Gayle has provided executive leadership on a variety of boards, including as chair of the SUU Board of Trustees. He holds a bachelor's of science degree in geology, master's degree, and doctorate of public administration/service. A volunteer firefighter and rescue team member, he lives in Tropic, Utah, with his wife, Marie.

Snow College alumnus Derek White is a technology and innovation leader with over 20 years of experience shaping the future of financial services. As Chief Executive Officer of Galileo Financial Technologies, he drives growth and cutting-edge user experiences in fintech.

Before joining Galileo in 2021, Derek was Vice President of Global Financial Services at Google Cloud, helping banks, insurers, and fintechs transition to digital-first operations. He previously held leadership roles at U.S. Bank, BBVA, and Barclays, where he spearheaded digital transformation initiatives. Additionally, he served as a technology ambassador for London, promoting the U.K. market as a fintech capital.

Beyond fintech, Derek is passionate about ecosystem building and fostering innovation. He holds an MBA from The Wharton School of the University of Pennsylvania and a bachelor’s degree from Utah State University. He lives in Utah with his wife and their four children. As a Snow College Trustee, he brings valuable expertise to support education and technology-driven growth.
